Outlook will not Automatically configure a user profile even if "Auto register Certificates with Outlook" is set in NetSign CAC Policies.
Solution:
The users CAC certificates must be registered first, whether it's done manually (right click on card start icon) or via policy in order for Outlook to automatically be configured.
