Some User specific settings are left behind after uninstall

Issue / Problem:
If NetSign CAC is installed and a user sets a user customizable CardStart Policy (e.g. Action to perform when card is inserted or removed) and the NetSign CAC software is subsequently uninstalled and re-installed then the user's CardStart Policies previously defined will be available to the same user of NetSign CAC even though the software had been previously uninstalled.
Solution:
Note: The action for insert and remove is a local user override that is stored on a per user basis. No per user data can be deleted at uninstall time, which is why the policy stays. All other policy setting should be as defined by the Administrator at the time of the latest installation.
